1.   All three Castros were charged with scheming to defraud depositors in their Banco Progreso International de Puerto Rico unit.

2.   But Morgenthau said that the defendants had used New York banks as part of an elaborate scheme to defraud depositors.

3.   Morgenthau argued that Manhattan had the right to prosecute because the Castros used New York banks to exchange Venezuelan bolivars for U.S. dollars while defrauding Venezuelan depositors of millions.
