1.   Female-headed families also have an exceptionally high poverty rate in New York.

2.   So both lack of employment and low pay for those who are employed have contributed to the higher poverty rates.

3.   The poverty rate of children demonstrates this disturbing phenomenon even more dramatically.

4.   The programs have been highly successful at reducing poverty rates among the elderly.

5.   They also have among the highest poverty rates in the United States.

6.   They are a fundamental part of the social safety net and have kept the poverty rate among the elderly relatively low.

7.   Analysts said the overall income rise failed to push down the poverty rate because the increase went to those highest on the income ladder.

8.   And many states with the highest percentage of working mothers rank highest on indicators of family well-being like low child poverty rates and fewer births to teen-agers.

9.   And now a rise in child poverty rates is again a risk.

10.   And yet, in most ways Bangladesh now is decidedly in less of a mess, with the poverty rate drifting down and economic growth rates inching up.
