1.   Republicans defeated two incumbents and won eight open Democratic seats, four in the South.

2.   The loss of just a handful of Democratic seats could create an effective Republican majority on specific issues, and could even put that chamber under Republican control.

3.   And Democratic seats in California and New Mexico are not completely safe either.

4.   At least nine Democratic seats at stake can be considered tossups, as against three Republican seats.

5.   -- Many more Democratic senatorial seats are up this year, which gives the Republicans that many more chances to score breakthroughs.

6.   But Republicans also grabbed a Democratic seat in Ohio.

7.   Clinton nominated Kennard Friday for an open Democratic seat at the agency, and he has broad bipartisan support on Capitol Hill.

8.   Clinton and Gore will also try to help salvage Democratic seats in their native South.

9.   Democrats must also gain seats from retiring Republicans in Oregon and Colorado, along with holding onto Democratic seats in New Jersey and Massachusetts.

10.   Democrats picked up Senate seats in Florida and Delaware and retained the Democratic seat in New Jersey.
