1.   Successive Democratic presidents built on that idea until it reached its apotheosis under Carter and finally lost public support.

2.   Although they agree on the goal, the Democratic president and the Republican governor are taking a different approach to the problem.

3.   An unpopular Democratic president could help Wilson, possibly drawing angry Republicans to the polls, but more likely keeping disenchanted Democrats away.
