1.   By more closely supervising convicts on parole, states have kept many of them from returning.

2.   It consists of two parts, parole boards that have the authority to decide when to release prisoners, and parole officers who supervise convicts after their release.

3.   Judges will continue to supervise convicts and impose conditions of probation.

4.   The convicts are then supervised by both parole and probation officers.
