1.   Add flour and stir to form a thick paste.

2.   Add the dry ingredients to the wet ingredients and stir to form a smooth, liquid batter.

3.   Combine the flour, water and oil in a small bowl and stir to form a paste.

4.   Slowly add the beer and stir to form a smooth paste.
