1.   The reforms were supported by President Carlos Sal Menem, the other provincial governors and congressional deputies and senators.

2.   The congress closed by electing a new central committee, dominated by liberals and pragmatists who strongly supported the reforms.

3.   As well as ensuring its widest possible dissemination, external means are also needed to encourage and support its use and to support the reforms its use suggests.
