Ice jam floods occur when river ice breaks into large chunks, which float downstream and pile up near narrow passages, particularly around dams and bridges. 3. It had started with a monsoon that had washed out one road we crossed and broken up river ice, knocking out a bridge in nearby Woodstock. 4. Rapid run-off from melting snow combined with cracking river ice to create a recipe for flooding. 5. Although excessive precipitation will not occur, the runoff from previous rain and snow melt will lead to local flooding and river ice jams across the interior Northeast. 6.
