1.   Netanyahu won on a promise to slow down the process and keep more occupied land under Israeli control.

2.   The Palestinians view the settlements as an attempt by Israel to seize more occupied land.

3.   A peace agreement in January extending Palestinian self-rule to the city of Hebron is supposed to be followed with talks granting control of more occupied territory to the Palestinians.
