1.   Hurley and others credit previous coordinated enforcement campaigns with increasing belt use.

2.   Koh insisted that no legal cases had been brought to substantiate any charges of deaths or serious injuries to prisoners as a result of stun belt use.

3.   Surveys estimate that only about two-thirds of all adult drivers and passengers wear seat belts, and belt use for children is even lower.

4.   The one holdout, New Hampshire, does not require belt use by adults.

5.   But David Stempler of the International Airline Passenger Association said the FAA should consider requiring belt use when passengers are seated.
