11. Repeat with remaining tortillas and filling, placing tortillas close together and along side of pan to fit them all. 12. Repeat with remaining tortillas. 16. Roll and repeat with remaining tortillas. 17. Top with cheese and remaining tortilla. 18. Top with remaining tortillas, then spread with cheese mixture. 19.
