1.   Although testimony to a federal grand jury is supposed to remain secret, the independent counsel law requires Starr to report any evidence of impeachable offenses to Congress.

2.   Although La Bella and Freeh suggested that Clinton operated at the center of a swirl of possible illegality, neither directly addressed whether Clinton committed a potentially impeachable offense.

9.   Before such a referral, Starr would have to conclude that he had evidence of an impeachable offense.
