1.   South Korea called on the North to accept inspection of its nuclear facilities, which were said to be well advanced in developing a nuclear device.

2.   Administration officials, who said a month ago that North Korea was ready to accept inspections, are no longer confident.

3.   For Saddam to accept full inspection is to end his dream of controlling the entire Mideast with weapons of mass destruction.

4.   Having concluded that it had few good military options to force Baghdad to accept the inspections, the Clinton administration was willing to try diplomacy, even Russian diplomacy.
