1.   The disbursement of an IMF standby arrangement, agreed in principle in July was dependent on achieving increased growth and sharply reduced inflation.

2.   APEC ministers rejected suggestions that the regional body create a standby funding arrangement to support International Monetary Fund programs in the region, including a Korean bailout.

3.   Under this standby arrangement, if Thailand defaults on its foreign debts, the IMF will also automatically default.

4.   A high-level IMF mission is currently in the Russian capital negotiating the terms for the proposed standby arrangement.
