1.   All tenants must be protected against noise, nuisance, harassment and shoddy service.

2.   Also in limbo are a law that protects tenants from hasty evictions, and another that guarantees rights to tenants when their buildings are converted into co-ops or condominiums.

3.   Although the present law will expire on Sunday, most tenants are protected by leases that run into the fall.
