1.   This is supposed to be a democracy - in other words, one person one vote.

2.   The democratic principle is one person one vote, as is the principle of statistical analysis.

3.   The most common complaint is that the system gives disproportionate weight to smaller states and is therefore inconsistent with the notion of one person one vote.
