1.   The plenum had been delayed for several months, allegedly because of divisions over economic policy between the central and provincial authorities.

2.   Evidence also emerged during August of deep divisions over the issue within the Palestinian community.

3.   Among the other Presidential candidates, there is a division over the issue of vouchers.
