1. On Thursday delegates approved a resolution calling for a two-year ban on dumping radioactive wastes in the sea. 2. Delegates also approved a draft programme and rules designed to replace centralized bureaucracy and promote true democracy and the voice of minorities within the MPRP. 3. Delegates approved new party statutes and a political programme to contest parliamentary and presidential elections which the government had confirmed would take place in July and August respectively. 4.
