1.   The Macedonian government has banned the university, saying the constitution does not envisage high-level education in minority language.

2.   The new constitution also envisages the merger of Tamil-majority northern and eastern provinces.

3.   The officials maintain that the constitution does not envisage extradition of its citizens.

4.   Yugoslavia has refused to extradite indicted suspects saying its constitution does not envisage extradition of its citizens to a foreign country.
