1.   A Russian trawler has been arrested in Norwegian waters for offenses the coast guard said were committed under another captain and another crew last year.

2.   The coast guard also said it did not have the capacity to immediately arrest other trawlers in the area.

3.   He recalled that Canada breached international laws when it arrested a Spanish trawler on the hgih seas last year for alleged illegal fishing of Canadian turbot.

4.   This was picked up by former federal fisheries minister John Crosbie who said the authority to arrest foreign trawlers in international waters could come only with United Nations agreement.

5.   So far this year the Irish navy has arrested ten trawlers in Irish waters.

6.   The Canadian decision not to arrest those trawlers that have returned to the disputed fishing grounds was taken to allow talks between the European Union and Ottawa to continue.
