51.   The accord has still to be approved by the governments of the parcitipating states and a date has yet to be set for an official signing.

52.   The accord had still to be formally approved and the principle of sending in a peacekeeping mission has to be cleared by the UN Security Council.

53.   The accord has still to be ratified by all the EU member states but was due to come into effect on an interim basis.
