21.   Bildt will visit the former Soviet submarine base at Paldiski and the island of Hiiumaa, where Swedes will build a water purification plant.

22.   Last year Malaysian companies Sadec Malyasian Consortium Bhd and Emas Utilities Corp received permission to construct and run a water purification plant in Ho Chi Minh City.

23.   Most shops were shut, however, and supplies of electricity and water were still off, although temporary purification plants were serving some areas.

24.   The aid would primarily be in the form of food, medicine and essential equipment including water purification plants.
