21. The commission would propose a comprehensive reform plan that Congress would have to vote up or down. 22. The first is that no country should receive help from the IMF or other international institutions without first agreeing to comprehensive reforms. 23. The main question right now is whether comprehensive reform is viable, or whether it should be done incrementally. 24. The moratorium would be lifted earlier if comprehensive regulatory reforms are enacted. 25. The prospects for comprehensive Medicare reform this year are fading as the two parties jockey for political advantage on an issue with great appeal to older Americans. 26. The senator would rather have departed on a positive note -- helping to pass comprehensive health care reform legislation, for instance. 27. This bill, however, is only a start to comprehensive reform. 28. We had hoped for several years that comprehensive health care reform would include meaningful Medicare reforms. 29. A tug-of-war between the urgency of a comprehensive economic reform and the preservation of those interests will determine how quick the nation can liberate itself from the current crisis. 30.
