11.   So far, secession opponents have not created their own political campaign to work against Valley VOTE, or against secession movements in the Harbor area and Hollywood.

12.   The decision followed a public hearing in which secession opponents, led by Hahn, asked the commission to reject the plan, or at least delay its decision.
