But the ruling left open the chance for a second official count based on statistical sampling to steer federal grants and other work. 8. Census officials say they came up with the plan for statistical sampling at the behest of lawmakers in both parties to reduce costs and increase accuracy. 9. Commerce Secretary William Daley, in whose department the bureau resides, also defended statistical sampling as a way to achieve an accurate count of the U.S. population. 10.
