1.   The number of scientists, globally, nationally, and within subject fields, can be estimated from employment figures, society memberships, and statistical demographic sampling.

2.   And some Republicans believe statistical sampling could add Democratic-leaning people to some congressional districts, making it more difficult for Republicans to win elections.

3.   And statistical sampling may be the key.

4.   And what of the continuing political battle over statistical sampling of the population for uses other than apportioning House seats?

5.   Apparently, the GOP is afraid statistical sampling could produce higher population figures for minorities and, therefore, mean more seats in the House for Democrats.

6.   A panel of three federal judges this month heard arguments for and against the constitutionality of statistical sampling from lawyers for the Census Bureau and House, respectively.

7.   But the ruling left open the chance for a second official count based on statistical sampling to steer federal grants and other work.

8.   Census officials say they came up with the plan for statistical sampling at the behest of lawmakers in both parties to reduce costs and increase accuracy.

9.   Commerce Secretary William Daley, in whose department the bureau resides, also defended statistical sampling as a way to achieve an accurate count of the U.S. population.

10.   Democrats have argued in favor of adjusting the count through statistical sampling, which they say would protect the undercounted, who are largely minorities.
