1. Overseas employees will be invited to save regular amounts each month for five years with local savings institutions. 2. And it leaves unresolved a situation in which savings institutions pay vastly more for deposit insurance than commercial banks. 3. As a result, healthy savings institutions are rapidly moving deposits into affiliates that qualify as banks. 4. Both banks are mainly traditional savings institutions, using money from savings accounts to finance home mortgage loans. 5. -- Refused to block the Resolution Trust Corp. from evicting New York tenants from rent-controlled apartments that the federal government acquired from failed savings institutions. 6. But with Congress and the administration in favor of a fund merger, bank lobbyists have tried more recently to insure that savings institutions turn into banks. 7. Congress, meanwhile, is considering merging the savings and loan regulatory system with that for banks, although savings institutions can now offer almost all bank products. 8. Executives at surviving savings institutions say they should have no special responsibility for a problem created by failed institutions. 9. Fannie Mae is the largest buyer of mortgages from savings institutions, banks and mortgage brokers. 10. For that to happen, however, many smaller savings institutions will have to absorb losses on loans made to some of the same borrowers. |
