1.   Although it is strapped for cash, the Rwandan government has begun by conducting surveys to help doctors and civil administrators deal with the problem.

2.   And Zaire has accused the Rwandan government of being behind bomb and mine explosions in the Rwandan Hutu refugee camps.

3.   As the Rwandan government tiptoes cautiously toward democracy, CARE is trying to help newly elected local officials work with other groups to become effective.

4.   As its puppet, the new Rwandan government chose Kabila, a longtime minor rebel leader, and lent him the arms necessary to take power in Kinshasa.

5.   Both the Rwandan government and the rebel leader, Laurent Desire Kabila, have made it plain they do not want foreign troops stepping into the conflict.

6.   A senior U.N. official later said the Rwandan government had promised that it would not send troops into the safe zone without U.N. approval.

7.   Agencies also are urging the new Rwandan government to stop requiring that refugees who return home register with the government.

8.   But from this sea of international aid, there has been barely a drop for the new Rwandan government.

9.   But so far the Rwandan government has not made such a plea, because of its unhappiness about a Western force occupying a large part of Rwanda.

10.   But the masterminds now live in refugee camps in neighboring Zaire, Tanzania, Burundi and Uganda, out of reach of the Rwandan government.
