1.   As an experiment in preventing war crimes, The Red Cross has devised a curriculum on humanitarian rules of war for children in conflict zones.

2.   As part of the commitments it announced Tuesday, the government said it would distribute supplies to help ease the return of refugees to villages in the conflict zone.

3.   Before a prosecutor could even begin investigations in most conflict zones, the U.N. Security Council would have to give its approval for such inquiries.

4.   Because the army had blocked access to the conflict zone, journalists and independent observers could not verify the reports or government denials.
