1. As an experiment in preventing war crimes, The Red Cross has devised a curriculum on humanitarian rules of war for children in conflict zones. 2. As part of the commitments it announced Tuesday, the government said it would distribute supplies to help ease the return of refugees to villages in the conflict zone. 3. Before a prosecutor could even begin investigations in most conflict zones, the U.N. Security Council would have to give its approval for such inquiries. 4. Because the army had blocked access to the conflict zone, journalists and independent observers could not verify the reports or government denials. 5. But by reaching Israeli towns that for decades had been considered safely beyond the conflict zones, the mortars had a substantial psychological effect. 6. For example, the rebels agreed to refrain from using anti-personnel mines in conflict zones and renounced the kidnappings of the elderly, children and pregnant women. 7. For an organization that is often the first into conflict zones and the last out, frayed lines of authority can be dangerous. 8. I cited some of those Israelis who have made the difficult decision to refuse to serve in conflict zones. 9. In Central Asia and the conflict zone in the Caucasus, however, the West tacitly supports a Russian sphere of influence. 10. Israelis who moved to the occupied territories not for ideological reasons but for cheaper and better apartments are now thinking twice before living in a conflict zone. |
