1.   On low earnings the rebate payments will be too small to justify the personal pension plan charges.

2.   A boom in exports -- and rebate payments -- last year threatened to drain state reserves.

3.   Rebate payments can be in the millions for large public universities, according to consumer advocates.

4.   The amount of the rebate payment will be applied first to any federal income tax you owe, said IRS spokesman Mark Green.
