1.   At the top of the agenda will be an amnesty law that would pardon rebels who agreed to lay down their arms.

2.   The law will also let the government pardon rebels who lay down their arms.

3.   The rebels were pardoned under an amnesty law passed as part of a Western-brokered peace deal that ended the conflict last August.

4.   The United Nations appealed to Croatia on Friday to amend an amnesty law that pardons rebel Serbs but excludes thousands of recent refugees.
