4.   One teacher in a cluster group could take special responsibility for history and might carry out liaison, sharing the fruits with other teachers.

5.   Cluster groups of schools could conduct a joint review, sharing their experiences.

6.   Officials from past administrations, however, say the shorter time span may prove beneficial because it means less bureaucracy and fewer issue cluster groups.
