1.   Amnesty International opposes abuses by opposition groups - hostage taking, torture and killing of prisoners and other arbitrary killings.

2.   But local opposition groups still protest against the appropriation of their localities through this usage by political and commercial forces.

3.   Often they were targeted simply because they lived in zones of armed conflict between government forces and opposition groups.

4.   Opposition groups had called for a popular revolt against the President.

5.   The government has banned all broadcasts by opposition groups.

6.   The government is beginning to show more tolerance of opposition groups.

7.   The other factor was public opinion, and pressure from opposition groups began to mount.
