1.   Republicans also are criticizing events in the Assembly chamber on Monday evening when the budget blueprint was approved.

2.   That backlog was compounded by bureaucratic delays in inspecting sites, approving blueprints and granting building permits.

3.   The budget blueprint must be approved by Congress and then over the next several months, legislators will have to write the individual laws to put it into effect.

4.   The House Budget Committee is scheduled to meet on Wednesday to approve a blueprint for federal spending.

5.   The Senate approved the blueprint after lengthy negotations and a flurry of final changes that were made in the well of the chamber minutes before the vote.

6.   After the committee formally approves the blueprint Monday, the package goes to the entire Parliament, which can make amendments.
