1.   In the apparel industry, this is already happening.

2.   The task force was formed following a spate of major scandals in the apparel industry.

3.   This has led to some repatriation of the apparel industry from the Third World back to the First.

4.   And there are pockets of strength among retailers of other goods, particularly in the long-ailing apparel industry.

5.   And the apparel industry has changed greatly in recent years, with tightfisted consumers refusing to buy until retailers put up the sale signs.

6.   Also hurting the apparel industry is growing competition from other kinds of businesses, many of which have recognized that relaxation and stress reduction are a siren song.

7.   But it is opposed by the apparel industry and by major retail stores, which are big campaign donors to Republicans and Democrats alike.

8.   But the WRC is not a substitute for the FLA, which has a comprehensive strategy for upgrading the whole apparel industry.

9.   Even the apparel industry could benefit.
