11.   Voters will be selecting a three-member presidency and joint legislature and separate governments for the two halves of Bosnia.

12.   Voters throughout Bosnia will elect a three-member presidency and a joint legislature, and separate governments for the Serb half and the Muslim-Croat federation.

13.   Voters will also elect a three-member presidency and a joint legislature.

14.   Without substituting national parliaments, the joint legislature would pass laws dealing with union issues.
