11.   This key region on the Adriatic coast, situated on the border with Montenegro, controls access to the port of Kotor, where the Yugoslav fleet is based.

12.   The two states are at loggerheads over the sovereignty of the Black Sea port of Sebastopol, where the former Soviet fleet was based.
