11.   The Timor national cars qualify for tax and tariff breaks if they attain certain local-content targets.

12.   The zero target would be attained by an increased budget surplus and higher incomes from government financial institutions, he said.

13.   To attain the target, emphasis would be placed on the development of auto parts and components, economy cars and heavy-duty trucks.

14.   Only four DAC countries - Denmark, Norway, Sweden and the Netherlands - have attained this target.
