1. If the government wishes to raise tax revenue in order to subsidize the poor, it should levy a tax on films. 2. The government clearly wished to tilt the balance in favour of opting out. 3. There are strategic reasons why the governments wish these projects to proceed. 4. The government wishes to assist the consumer of product X by reducing its price. 5. Governments wish to try and deal with problems of regional imbalance, which in many instances may be of a long-standing and chronic nature. 6. They could always be used when any government wished to drag out proceedings or in some way be obstructive. 7. Their government did not wish to foreclose other options, provoke the USSR, or antagonize its own left-wing. 8. Is the aim simply to control inflation, or does the government wish also to affect output and employment, or does it want to control the exchange rate? 9. If the government wishes to restrict monetary growth over the longer term, it could in theory attempt to control any of these four. |
