1.  At the same time, the states have an important eye upon the people's health.

2.  The state has to spend millions of yuan on this single issue when the money could be invested elsewhere for some more meaningful purposes like in education on scietific research .

3.  Why don't the states have professional soldiers to take the place of the compulsory ones?
