1.  Giuliani, he said, has proposed cutting money that Brown regularly allots for processing cases and arrests.

2.  He is unlikely to face much opposition to the proposed money for homeland security or the Pentagon.

3.  Vice President Al Gore has proposed additional federal money for both of those goals.

4.  Bush has proposed extra money for biomedical research, education and other programs, and is likely to seek a major defense boost.
