1.  Elite convergence progresses until the subordinate group of elites learns to beat the dominant group through the electoral process.

2.  Gradually the different groups of people coalesced into one dominant racial group.

3.  It will thus reflect the interests of the dominant group in the relations of production.

4.  Subordinate groups mobilize to attain new advantages and benefits, while dominant groups mobilize to maintain advantages and benefits.

5.  The programmes were implemented by governments through existing political channels, thus allowing dominant groups to take advantage of the situation.

6.  This social structure is itself unequal, and works to the benefit of this dominant group.

7.  These steps will principally serve the interests of the economically dominant groups who want to protect their assets and resources from the forces of change.

8.  This is because a socially and economically dominant group is best able to engage in and control all aspects of contemporary culture, setting norms and values for others.
