1.  Arafat complained at the meeting that international aid was arriving too slowly to the newly autonomous areas of Jericho and the Gaza Strip.

2.  But such a peace is based on the idea that the Palestinians will run their own lives in autonomous areas.

3.  During a recent visit, I urged Palestinian leaders to halt any terrorist activities, while urging Israeli leaders to withdraw their troops immediately from the autonomous areas.

4.  However, the security zone would necessarily outline the autonomous areas to be handed over to Palestinian control.

5.  Israel suffered four devastating suicide bombs last month and reacted by closing off the borders of the Palestinian autonomous areas.

6.  The action raised the possibility that if the situation deteriorates even further, Israel is prepared to take over other autonomous Palestinian areas, at least for a while.

7.  The key roads and even the dirt tracks leading north into the adjacent Palestinian autonomous area of Nablus have been sealed with dirt piled high by bulldozers.

8.  The Palestinian police in this newly autonomous area spent much of the day and part of the night chasing hundreds of Palestinians holding spontaneous demonstrations against the peace agreement.

9.  These officers control their autonomous areas, assigned according to membership in one of the two Catholic or four Protestant paramilitary groups.

10.  Tuesday, Palestinian leader Yasser Arafat said he would not tolerate the use of the Palestinian autonomous areas as launching pads for attacks inside Israel.
