1.  An ethnic Albanian spokesman told reporters in Pristina Thursday that the latest attack was planned in advance by Belgrade authorities.

2.  Blerim Shala, an ethnic Albanian spokesman, said the Albanian representatives would not meet the Serbian delegation for talks scheduled on Tuesday.

3.  Early Thursday, an ethnic Albanian spokesman rejected the Serbian offer, saying the invitation for talks had been made only via public television, not in writing.
