31.  And he sought to distinguish the assault on Saddam, saying the Iraqi leader had disregarded the United Nations, other Arab states and his own people.

32.  And Arab states that might have been expected to protest were largely silent.

33.  And while the Arab states have crushed their Islamic terrorists, they have never confronted them ideologically and delegitimized their behavior as un-Islamic.

34.  And this contributed to a lack of willingness among Arab states to show support for the tough US stand on Iraq.
