11.  Britain said Monday it would cancel outstanding aid debt owed by poorer Commonwealth states, provided governments spend the resources on development programs to benefit the poor.

12.  Within India itself, poorer states like Kerala and Himachal Pradesh report far better social outcomes than even Maharashtra and Gujarat.

13.  But the sensitivity of the CAP for France and the structural funds for the poorer Mediterranean states and Ireland means that work on reforming them has barely got underway.

14.  Veil also stressed the need for rich countries to take responsibility for helping poorer states guard against an AIDS explosion.
