11.  Bush has wisely made providing humanitarian assistance to the Afghan people an integral part of American strategy.

12.  Bush, in his address Sunday, portrayed the United States as a friend of the Afghan people.

13.  Bush and his team also are wise to plan food and medicine drops to the Afghan people.

14.  But his insistence that the Afghan people finally be freed to choose their own representatives was not absolute.

15.  But then questions like that are between him and the Afghan people.

16.  But we can frustrate their hopes if we recognize that the Afghan people can be our firmest allies in this fight.

17.  By giving aid, the administration wants to show that its military campaign is not directed against the Afghan people.

18.  By dropping bombs with one plane and food with another, the United States illustrates its intent to go after terrorists while bringing relief to the Afghan people.

19.  Chris Clermont of Greenbelt, Md., who brought his two children and a camera to the site, also said that aiding the Afghan people was important.

20.  Decades of war, starvation, and repression have already sent millions of poor Afghan people to seek safe haven in neighboring countries.
