1.  It was decided early that the organization should be strongly business-led with unified functional departments in support.

2.  Defining the requirements of internal as well as external customers is a good way of getting people, particularly in functional departments, to think about their customers.

3.  In a functional department we face quite properly increasing pressure on our resources.
