1. Castle has been so impressed by the neat streets around his church that he gives the workfare workers sandwiches twice a week. 2. Despite these obstacles, many in the labor movement contend that unions should not let unsympathetic laws, politicians or taxpayers scare them away from organizing workfare workers. 3. Earlier this month, Hill filed a suit saying that the layoffs violated a state law that prohibits workfare workers from replacing regular city employees. 4. In the past, Giuliani has repeatedly asserted that workfare workers have not taken away jobs from unionized city workers. 5. Labor leaders said they were unsure whether workfare workers would have the right to strike and whether governments could cut off their welfare benefits if they did. 6. Labor leaders acknowledge that if workfare jobs lead to permanent union jobs there will be little incentive for governments to use workfare workers to replace experienced union workers. 7. Mayor Giuliani has strongly denied that workfare workers have displaced regular employees. 8. Not stopping there, union officials say they will make an additional ambitious demand, that workfare workers be given permanent jobs. 9. On Thursday, the administration denied that withdrawing the workfare workers proved the city had been using them to replace regular workers. 10. One welfare advocate who is trying to unionize workfare recipients said the decision goes a long way toward ensuring that workfare workers are treated lke regular workers. |
