1.   Bush, who says he favors a bipartisan education policy, never utters the word vouchers, which is anathema to many Democrats.

2.   The Michigan proposal used the word voucher, the California initiative did not, but campaigns both for and against employed the term.

3.   With all the debate, the word voucher has such a negative connotation.

4.   Without using the word voucher, he said they would come into play only after three years of trying to improve failing schools through added resources and technical assistance.
